I.33 doesn't mention footwork almost at all. What it does mention is the distance. Generally, the images are showing pretty realistically the changes in distance between fencers, thus implying some steps happening between the images. Sometimes - but rarely - the steps are mentioned even in the text.
So I.33 gives us hints at what distance we should achieve, but it leaves to us how to do that. We can expect the usual range of half steps, passing steps etc.
I.33 does show us the distance between the fencers. This is important information about when the priest expect fencers close in or retreat.
